Gary has supported the development and implementation of procurement strategies and plans across a range of major infrastructure projects in the UK and Ireland. Since co-founding Rowsell Wright Ltd in 2007, Gary has completed procurement support and advice commissions including:

  • Providing procurement strategy advice to Transport Infrastructure Ireland and the National Transport Authority relating to the Dublin MetroLink project.
  • The development of strategic procurement models for Crossrail 2.
  • Providing advice and support to London Underground including procuring a Programme Support Partner for the Sub-Surface Upgrade Programme and taking a leading role in procurement exercises for the Deep Tube Upgrade Programme.
  • Developing and drafting the HS2 Phase One procurement strategy and the detailed assurance of complex procurement exercises for High Speed 2 Limited.
  • Various senior procurement roles at Crossrail Limited, including leading the successful procurement of the project and programme delivery partners, central section stations, and undertaking a major role in the rolling stock and depot procurement.
  • Provision of strategic advice and the development of an Early Contractor Involvement strategy for the Dunkettle Interchange Scheme for Transport Infrastructure Ireland.
  • A range of commissions for Highways Agency and Highways England, including assurance exercises, supplier evaluation, and the development of the £9bn Delivery Integration Partner framework.
  • Developing the innovative procurement strategy for the £750 million A5 Western Transport Corridor for Northern Ireland Roads Service (now DfI Roads).

From 2004 to 2007, Gary was the National Business Improvement Director for Birse Civils Ltd. As part of this role, Gary led the development of a new supply chain strategy and the associated policies, processes and systems.

Prior to 2004 Gary was the national Supply Chain Manager for Highways Agency and was instrumental in the development of a new approach to major schemes procurement and supplier selection. This included leading the development of the Highways Agency’s Capability Assessment Toolkit (CAT) and best value tendering for Early Contractor Involvement.
