Andy Roach-Bowler is a chartered Quantity Surveyor with over 25 years’ experience in infrastructure procurement and delivery.

A senior procurement advisor on the Crossrail project where he supported the finalisation of the Procurement Strategy, carried out an assurance role over the procurement of the tunnelling contracts and led the team delivering the procurement of the main underground stations.

His roles have included supporting London Underground on the procurement of new the Deep Tube Upgrade Programme and supporting Highways England on the development of their Routes to Market for major projects.

Involved in airport projects in Hong Kong and Australia for nearly 10 years returning to the UK in 2003. This included Cathay Pacific Headquarters and Hong Kong Aircraft Company Limited projects related to the Chek Lap Kok airport in Hong Kong and Qantas domestic and international airport facilities across Australia.

In the UK Andy has been involved in significant construction programmes and projects including London Underground frameworks procurement, the Step Free Access programme, the Cooling the Tube programme, the Congestion Relief and Capacity Enhancement projects, and BAA Terminal 5.

Andy is Joint Author of “Infrastructure in the New Era” published by Constructing Excellence and Pinsent Masons LLP, and Lead Author of the RICS Guidance Note “The Informed Infrastructure Client”.
