Steve Rowsell is well known in the construction industry and has over 40 years experience in major project procurement and delivery. This includes senior roles at the Highways Agency and Crossrail Limited, and procurement related expert witness work. Steve was HA Construction Projects Director covering a £20 billion programme across the English strategic road network. He had responsibility for many major projects including the Second Severn Crossing, Newbury Bypass, M60 Manchester Orbital and M25 Widening. From 2000 to April 2007 Steve was the Highways Agency’s Procurement Director. He was responsible for developing and implementing its new procurement strategy for delivery of the Government’s £2billion per annum strategic road construction and maintenance programme. The resulting strategy document, Delivering Best Value Solutions and Services, was published in 2001 and became highly influential and internationally recognised for its successful results. In 2007 Steve established Rowsell Wright procurement consultancy and has advised many national, local authority and utility sector clients.

Steve was appointed as Crossrail Head of Procurement between 2007 and 2010. His main tasks were to develop the procurement strategy and to lead the procurement of the Programme and Project Partners, design frameworks and the early civil engineering contracts. Responsibilities included the management of the work needed to obtain approval through the OGC and HM Treasury’s governance procedures. Steve continued to advise Crossrail throughout the civils construction period and the procurement of the stations and the railway systems. From 2011 to 2018 Steve advised HS2 on the development of procurement strategies and procedures and carried out independent procurement assurance reviews. Since then he has advised a wide range of public and utility clients.

Steve has had several professional appointments including President of the Chartered Institution of Highways and Transportation in 2017, Chair of the NEC3 Users’ Group from 2011 to 2016, and Member of the Institution of Civil Engineer’s Procurement Advisory Group. On an international basis Steve has advised a range of countries on the use of innovative collaborative procurement approaches including the Netherlands, New Zealand, Australia, South Korea, Hong Kong, France and Ireland.
